Sicherheit und außenpolitische Rolle. Zu den sicherheitspolitischen Kulturen und der Ukrainepolitik Polens und Tschechiens

Security and foreign policy role. On the national security cultures and Ukraine policies of Poland and the Czech Republic

  • Ausgangspunkt der vorliegenden Untersuchung sind die deutlichen Unterschiede in den Ukrainepolitiken Polens und Tschechiens. Das Erkenntnisinteresse ist, worauf diese Unterschiede im außenpolitischen Verhalten zweier Staaten, die in der Außenpolitikforschung meistens als Vertreter einer relativ homogenen Gruppe betrachtet werden, zurückzuführen sind. Die Studie geht auf Basis bisheriger konstruktivistischer Forschung zur polnischen Sicherheitspolitik von der Hypothese aus, dass dies mit kulturellen Faktoren zu tun hat, speziell der unterschiedlichen sicherheitspolitischen Bewertung der Ukraine und Osteuropas im Allgemeinen sowie unterschiedlichen ukrainepolitischen Rollenkonzeptionen, die sich hieraus ergeben. Die Fragestellung lautet daher, welche ukrainebezogenen, sicherheitspolitisch motivierten Rollenkonzeptionen sich in Polen und Tschechien nach 1989 herausgebildet haben.Zur Beantwortung dieser Fragestellung wird zunächst auf Grundlage der Forschung zur politischen und zur strategischen Kultur das Konzept der sicherheitspolitischen Kultur entwickelt und die Rollentheorie als bislang in der diesbezüglichen Forschung kaum rezipiertes Analyseinstrument vorgestellt, das aus mehreren Gründen Vorteile gegenüber anderen Ansätzen hat. Methodisch wird eine wissenssoziologische Diskursanalyse durchgeführt, die als Instrument zur Erfassung von sozial konstruierter Wirklichkeit dient, sich aufgrund derselben metatheoretischen Grundlagen hervorragend in das Modell sicherheitspolitischer Kultur einfügt und daher für eine Analyse der Entstehung von Rollenkonzeptionen geeignet ist. Die Untersuchung ergibt, dass in Polen die Bedrohungskonstruktion einer möglichen Wiederkehr des russischen Imperiums zentral ist und eine unabhängige, stabilisierte Ukraine als Schutz hiergegen aufgefasst wird. Die sich ergebenden ukrainepolitischen Rollenkonzeptionen sind Teil eines weitgehend konsensuellen Komplexes sicherheitspolitischer Rollenkonzeptionen, die abgesehen von rollenspezifischen sicherheitspolitischen Zielen auch zentral durch die Bedrohungskonstruktion der politischen Marginalisierung motiviert und daher häufig als Führungsrollen charakterisierbar sind. Tschechien zeichnet sich hingegen durch das weitgehende Fehlen einer Bedrohungskonstruktion des russischen Imperialismus aus, stattdessen wird die Ukraine stärker als Quelle von Gefahren konstruiert. Zudem ist die sicherheitspolitische Kultur Tschechiens von einer konzeptionellen Unterkomplexität, einem Mangel an Konsens, einer Konstruktion Tschechiens als machtloser Akteur sowie einer Unterordnung der Außenpolitik unter innenpolitische Fragen gekennzeichnet. Daher fehlen im tschechischen Falle nicht nur jegliche ukrainepolitische Rollenkonzeptionen, es ist grundsätzlich ein Mangel an klaren Vorstellungen darüber festzustellen, welche Rollen Tschechien in der internationalen Politik spielen soll.
  • This dissertation starts out from the clearly visible differences in the Ukraine policies of Poland and the Czech Republic. The goal of the investigation is to find out what is the reason for those differences in the foreign policy behaviour of two states which are often considered as representatives of a rather homogenous group. On the basis of previous constructivist research on Polish security policy, it assumes that this has to do with cultural factors, especially with the importance ascribed to Ukraine and Eastern Europe in general in the context of national security policy as well as Ukraine-related role conceptions resulting from those considerations. Thus, the main research question is what Ukraine-related role conceptions, motivated by security policy considerations, have emerged in Poland and the Czech Republic since 1989. To answer this question, at first a concept of national security culture is developed on the basis of previous research on political and strategic culture, after which the role theory is presented as an instrument that has advantages over others, but has been hardly perceived in this field of research until now. Methodically, a discourse analysis is conducted, based on a sociology of knowledge approach to discourse which fits excellently into the presented model of national security culture due to common meta-theoretical foundations; therefore, this kind of discourse analysis is very well suited for an analysis of the emergence of role conceptions. The conclusion is that in Poland, the threat construction of a possible re-emergence of the Russian empire is central, and an independent, stabilized Ukraine is considered to be a protection against this threat. The resulting Ukraine-related role conceptions are part of a mostly consensual complex of security policy role conceptions which are, apart from role-specific security policy goals, motivated to a great extent by the threat construction of political marginalization, and can therefore often be understood as leadership roles. The Czech Republic is characterized by an almost complete lack of the threat construction of Russian imperialism, instead Ukraine is constructed as a source of danger. Moreover, the Czech national security culture is characterized by a lack of conceptual complexity, a lack of consensus, a construction of the Czech Republic as a powerless actor and a subordination of foreign to domestic policy. Therefore, not only is there a complete lack of Ukraine-related role conceptions in the Czech case, there also is a fundamental shortage of ideas on what role the Czech Republic is to play in international politics.
