Der Begriff "Rechtspolitik" stellt die Kombination von einander Widerstreitendem dar: Politik als Bewegung in Richtung auf ein Ziel, das Recht als Fixierung des erreichten Zustandes. Rechtspolitik in der Demokratie ist an bestimmte Legitimierungsmerkmale gebunden. Bei der Formulierung und Fixierung dieser Ziele spielen die Medien eine bestimmte Rolle. Sie bereiten Erwartungen im Volk vor, die sie den Politikern vermitteln, die wiederum in dem von den Medien konsistent aufgezeigten Stimmungen eine die Zeit zwischen den Wahlen füllende Legitimation, auch einen Ansporn finden. Der Bezug zwischen den von Übereinstimmungen oder Gegnerschaften gekennzeichneten Medien und rechtspolitischem Handeln wird an einigen Beispielen gezeigt.
Opfer von Schicksalsschlägen (wie Arbeitslosigkeit, Verkehrsunfällen, schweren Krankheiten), leiden oft zusätzlich darunter, daß sie von Mitmenschen herabgesetzt und ausgegrenzt werden, daß ihnen Vorwürfe gemacht und Selbstverschuldung unterstellt wird ("blaming the victim"-Phänomen). Was bewegt Menschen dazu, Opfer zu belasten, statt zu helfen? Zwei Motive wurden diskutiert. (1) Beobachter wollen mit ihren Vorwürfen Kontrolle und die Illusion aufrechterhalten, ihnen selbst könne ähnliches nicht passieren (Defensivattributionshypothese). (2) Beobachter wollen die Illusion einer gerechten Welt aufrechterhalten, in der jeder bekommt, was er verdient (Gerechte-Welt-Theorie). Beide Annahmen wurden bisher nie vergleichend getestet, zudem sind der Glaube an Gerechtigkeit und der Glaube an Kontrolle verwandt und die Instrumente zu ihrer Erfassung oft ähnlich. In einer Fragebogenuntersuchung über Einstellungen zu Krebskrankheiten an 326 Probanden zeigte sich, daß der Glaube an eine gerechte Welt tatsächlich mit Vorwürfen an Kranke einherging, was aber nicht zu einem Gefühl der Sicherheit führte. Der Glaube an Kontrolle ging dagegen mit Invulnerabilitätsillusionen einher, ohne den Umweg über Verantwortlichmachungen der Opfer zu nehmen. In dieser Arbeit ließ sich auch zeigen, daß der Glaube an Gerechtigkeit und an Kontrolle trotz ihrer Gemeinsamkeiten sinnvoll zu unterscheiden sind. Außerdem konnten verschiedene Spielarten des Glaubens an Gerechtigkeit und an Kontrolle mit unterschiedlichen Wirkungen demonstriert werden.
Mothers and Daughters: The Female English Bildungsroman, 1811-1915 This dissertation analyses the mother-daughter-relationship of five female apprenticeship novels. In the course of the study of Jane Austen's Sense and Sensibility (1811), Charlotte Brontë's Jane Eyre (1847), Elizabeth Gaskell's Wives and Daughters (1865), George Eliot's The Mill on the Floss (1860) and Virginia Woolf's The Voyage Out (1915) modern feminist, psychological, and psychoanalytical theories concerning the mother-daughter-conflict and female development are considered as well as autobio-graphic material and the authoresses' Œuvres. The historical context, the social and psychohistoric con-ditions, and changes in England during the 19th and beginning 20th century (especially concerning family, female socialisation and role training, motherhood, children's education) are studied and the features and achievements of the female Bildungsroman, that experiences an upswing during this time, emphasized. The dissertation shows the development of the female apprenticeship novel concerning its presentation of mother, daughter, and mother-daughter-relationship and also the enormous progressive-ness of this genre concerning the description of details of this relationship. The analysis demonstrates that all novels show complex and problematic mother-daughter-relationships, that for the daughters are on the one hand traumatic, but on the other hand lead to self-discovery and autonomy. The texts present the mother-daughter-relationship as highly ambivalent, oscillating between love, identification, aggression, rejection, rivalry, and rebellion. In this way they serve to correct the female doctrine and the ideological mother image of the Victorian period as much as the cliché of childhood as an idyllic condition without conflicts, and thus anticipate psychological discoveries and efforts of later periods. Furthermore, it becomes obvious that the authoresses put their own problematic mother-daughter-relationship into literary form and thus try to overcome it; that the fictitious mother-daughter-relation-ships often have a compensatory function. The fact that the analysed novels admit to the mother-daughter-relationship so early such an importance, constitutes their rank and justifies their place in the English literature and culture.
The spatio-temporal changes of rangelands in the European Mediterranean are analysed with remote sensing and GIS-based methods, referring to an example of two mountain ranges in central Crete, Greece. The focus is to monitor and assess land degradation and its potential correlation with ecological and socio-economic boundary conditions. Particular attention is paid to the unique European Mediterranean setting and the Greek integration within the European Union. After a geometric correction of the satellite data, a radiometric pre-processing chain is employed to calculate reflectance values via a DEM-based atmospheric correction. The computation of pixel-wise soil and vegetation fractions is based on a spectral unmixing approach. A subsequent time-series analysis reveals spatially explicit trends, mean vegetation cover and phenological variability. Results do not only exhibit significant differences between the two test sites, but also within the respective regions. In both mountain ranges there extended areas with degrading vegetation patterns are revealed. However, along the Southern Cretan coast those processes are bound to a much lower base level of vegetation cover. Beyond trends and mean vegetation abundance, the phenological variability is another important figure which is employed to characterise plant communities from space. Moreover, a satellite-based map of soil development proves the correspondence between soil and vegetation degradation processes. Vegetation cover and change are then analysed with regard to aspect, slope, elevation and geological substrate to allow for a comparison of degradation processes and natural boundary conditions. In a second step, the analyses are extended to find interrelationships with socio-economic determinants. Based on these results the degradation risk for the grazing habitats of central Crete is assessed in differentiated ways. We neither encounter the scenario of irreversible degraded rangelands, nor a cultural landscape in an equilibrium under intense human influence.
In der Forschungsliteratur ist Medienwandel bislang überwiegend als Wandel von Kommunikationstechnologienbehandelt worden, Theorien zum Medienwandel sind ein Forschungsdesiderat. Ziel der Arbeit ist es, anhand exemplarischer Untersuchungen zu klären, ob es bestimmteGelenkstellen gibt, an denen einerseits Probleme der Medientransformation sichtbar werdenund sich andererseits gleichzeitig Anforderungen an eine Theorie des Medienwandels ableitenlassen. In der Arbeit werden dabei explizit nicht nur die Kommunikatorseite, sondern auch die Angebote selbst und ihre Nutzung mit einbezogen. Für die Arbeit wurden empirische Untersuchungen in zwei Online-Redaktionen unterschiedlicher Muttermedien vorgenommen (teilnehmende Beobachtung, Leitfadeninterview). Die Onlineangebote wurden durch eine Studie zur Rezeption dieser Angebote in die Untersuchung mit einbezogen. Betrachtet werden die Redaktionsorganisation, Präsentationsmuster des Angebots und die Rezeptionsmuster, die sich bei der Nutzung der untersuchten Angebote zeigen. Die von den untersuchten Anbietern eingesetzte Strategie der Adaption erweist sich angesichts eines Mißverhältnisses zwischen Produktionskompetenz und -möglichkeiten der Macher und der Abstimmung der Angebote auf die Nutzungskompetenz ihrer Rezipienten als problematisch. Eine Theorie des Medienwandels muss mehrdimensional und integrativ sein, um den verschiedenen wechselseitigen Abhängigkeiten der Medienkommunikation gerecht zu werden.
This work is concerned with the numerical solution of optimization problems that arise in the context of ground water modeling. Both ground water hydraulic and quality management problems are considered. The considered problems are discretized problems of optimal control that are governed by discretized partial differential equations. Aspects of special interest in this work are inaccurate function evaluations and the ensuing numerical treatment within an optimization algorithm. Methods for noisy functions are appropriate for the considered practical application. Also, block preconditioners are constructed and analyzed that exploit the structure of the underlying linear system. Specifically, KKT systems are considered, and the preconditioners are tested for use within Krylov subspace methods. The project was financed by the foundation Stiftung Rheinland-Pfalz für Innovation and carried out in joint work with TGU GmbH, a company of consulting engineers for ground water and water resources.
For the period 1927 to 1935 this research work focuses on the ideologies and propaganda organisations aiming at the global propagation of their specific view on fascism. The book is meant as a contribution to the history of Fascist ideology as well as to the history of Fascist organisations. Corresponding to the ideological indefiniteness of Mussolini's regime and its institutional experimentation those approaches interpreting Fascism as a universal phenomenon and striving for its dissemination beyond the Italian borders were themselves polymorphic and diffuse. They merely shared imperialistic ambitions either in terms of imperialismo spirituale or with regard to the conquest of foreign territories. The first part of the book conceived as a history of ideologies studies the diverse approaches to Fascist universalism against the background of the evolvement of a Fascist cultura. In the second part non-governmental organisations directed towards Fascist propaganda abroad and their development in interdependence with the formation of a national propaganda system are analysed.
The increase in recreational leisure during the last century and the increase in the individual mobility since the sixties have induced growing travel activities as well as a growing demand for recreation in a natural environment. Politically the demand for recreational leisure is regarded as a fundamental part of human life and is legally embedded as inherent goal of nature resorts besides nature conservation. Following new pedagogic principles man should get familiar with the environment in order protect nature in the long-run. Taking the bicycle concept of the nature resort Saar-Hunsrück with special emphasis on the St. Wendel country as an example the bicycle tourism which fulfils the principles of sustainability is analysed with regard to the acceptance by the tourists. Scenic and historical attractions of the area are deliberately taken into account in the design of the bicycle routes. By analysing the results of a survey it is the objective to work out applicable results for the design of routes and systems of orientation. Moreover it is the objective of a special survey on mountain bikers to answer the question on how this extreme type of biking could be incorporated in the supply of recreational activities of the nature resort and whether it can contribute to a growing environmental sensitivity.
Die vorliegende Dissertation präsentiert sich im Rahmen einer Synopse des Buches Laozi bestehend aus der Wang-Bi-Ausgabe, den beiden Mawangdui-Seidentexten sowie den drei Guodian-Bambustexten. Diese verschiedenen Textversionen werden einzeln ins Deutsche übersetzt und kommentiert. Zusätzlich zu meinen eigenen Übersetzungen ins Deutsche werden auch die älteren englischen Übersetzungen D.C. Laus und Wing-Tsit Chans - und zum Teil auch die weiterer bekannter Übersetzer - zur Verfügung gestellt, um weiteres Nachdenken anzuregen über die Bedeutung einzelner Zeichen, ja selbst ganzer Sätze, aber auch über die Interpretation grammatikalischer Strukturen. Die im direkten Anschluß an die chinesischen Textversionen und ihre Übersetzungen zu findende Kommentierung bezieht sich sowohl auf einzelne Zeichen, auf ganze Ausdrücke als auch auf das im Buch Laozi zu findende gesellschaftskritische Gedankengut - denn Hauptaugenmerk dieser Arbeit ist auf der Grundlage philologischer Kleinarbeit speziell die das Buch Laozi charakterisierende gesellschaftskritische Grundhaltung. Die vorliegende Dissertation bemüht sich durch zahlreiche werkimmanente Querverweise, durch die Betonung bestimmter bisher nicht erstellter Querverbindungen innerhalb des Buches Laozi und mit Hilfe von Textbeispielen aus einem weltanschaulich teilweise verwandten Text, dem Buch Zhuangzi (ca. 4./3. Jh.v.Chr.), einen in sich geschlossenen gesell-schaftskritischen Gesamtzusammenhang herauszuarbeiten und diesen zu verdeutlichen. In der abschließenden Auswertung zeigt sie, daß die im Buch Laozi vorgetragenen gesellschaftskritischen Bedenken gegen eine zivilisatorische Entwicklungsrichtung und eine Konzentration auf Wissen auch von einem "modernen" Standpunkt aus nicht automatisch als naiv zu betrachten sind.
