Les régions transfrontalières sont souvent des laboratoires de circulation d’idées et de pratiques. Cet article se demande si, dans le Grand Genève il est possible de transposer le modèle de logement coopératif, assez développé en Suisse, dans le contexte français, où ce type d’habitat est moins pratiqué. A partir de l’exemple de Viry, commune française sise dans le périmètre institutionnel du Grand Genève, l’article analyse les possibilités et les limites d’une telle transposition. Les résultats montrent la difficulté à émuler un contexte propre à reproduction du modèle suisse de coopératives en France. Les différences législatives et institutionnelles, mais aussi culturelles sur le rapport au logement dans ses différentes dimensions sont autant d’obstacles pour reproduire à l’identique en France des modalités éprouvées de construction du logement coopératif en Suisse. Il est ainsi nécessaire de procéder à des adaptations créatives de différents ordres pour que le modèle puisse trouver une place dans le nouveau contexte.

Up until May 2021, the post-election insecurity in Belarus had mostly been a national affair, but with Lukashenka’s regime starting to retaliate against foreign actors, the crisis internationalised. This article follows the development of Belarus-Lithuania border dynamics between the 2020 Belarusian presidential election and the start of the 2022 Russian invasion of Ukraine. A qualitative content analysis of English-language articles published by Lithuanian public broadcaster LRT shows that shows that there were relatively few changes to the border dynamics in the period between 9 August 2020 and 26 May 2021. After 26 May 2021, the border dynamics changed significantly: The Belarusian regime started facilitating migration, and more than 4,200 irregular migrants crossed into Lithuania from Belarus in 2021. In response, Lithuania reinforced its border protection and tried to deal with the irregular migration flows. Calls for action were made, protests were held, and the country received international support.

The Covid-19 pandemic and the related border restrictions have had numerous social, economic and political consequences for border regions. The temporary border closures impacted not only the lives of borderlanders whose everyday practices are embedded in cross-border spaces, but also the func-tioning of institutional actors involved in cross-border activities. The aim here is to investigate the communication surrounding the pandemic and the reactions and (new) strategies of cross-border insti-tutional actors in the context of (re)bordering. Applying the concept of resilience, this paper explores coping mechanisms and modes of adaptation as well as strategies developed to adjust to new circum-stances. Against this backdrop, factors that enhanced or hindered the adaptation process were identi-fied. The German-Polish borderland serves here as a case study, although it will be situated within a wider European context.

In current times, the coronavirus is spreading and taking its toll all over the world. Inspite of having developed into a global pandemic, COVID-19 is oftentimes met with local national(ist) reactions. Many states pursue iso-lationist politics by closing and enforcing borders and by focusing entirely on their own functioning in this mo-ment of crisis. This nationalist/nationally-oriented rebordering politics goes hand in hand with what might be termed ‘linguistic rebordering,’ i.e. the attempts of constructing the disease as something foreign-grown and by apportioning the blame to ‘the other.’ This paper aims at laying bare the interconnectedness of these geopoliti-cal and linguistic/discursive rebordering politics. It questions their efficacy and makes a plea for cross-border solidarity.

Das Working Paper beleuchtet den Themenbereich Energie und arbeitet Herausforderungen für die Raumentwicklung der Großregion ab. Es diskutiert den Begriff der Energiewende und legt einen Fokus auf Energiesysteme und –träger, insbesondere den Ausbau der Windkraft und Energiegewinnung aus Biomasse im Zusammenhang mit der Entwicklung fossil-atomarer Energiequellen in Deutschland und Frankreich.

Mit diesem Territorial Science Echo werden wesentliche Facetten von Governance beleuchtet, die sich für die künftige Entwicklung der Großregion als relevant erweisen können. Es wird insbesondere dargestellt, wie thematische Kooperationen und Konflikte zur der Etablierung von Governance Strukturen beitragen. Das Paper setzt sich mit den Themen Governance im Allgemeinen, Partizipation und Wohnen sowie den Außenbeziehungen der Großregion auseinander, formuliert wesentliche Herausforderungen und Empfehlungen, und ist somit als Anregung im fachlichen Diskurs um die weitere Gestaltung des Raumentwicklungskonzeptes der Großregion zu verstehen.

Cet article analyse les pratiques quotidiennes des habitants de Sarre, de Lorraine, du Luxembourg, de Rhénanie-Palatinat et de Wallonie effectuées dans les régions voisines. L’hypothèse est l’existence d’une réalité de vie transfrontalière dans la Grande Région à partir des pratiques transfrontalières de ses habitants. Dans une telle perspective socio-constructiviste, on ne demande pas ce qu'est la Grande Région SaarLorLux, mais comment elle est constituée ou comment elle se manifeste dans la vie quotidienne de ses habitants. Pour donner des éléments de réponse, seront analysées les pratiques transfrontalières les plus courantes, notamment le fait de faire des achats et du shopping, se détendre dans la nature/faire du tourisme, fréquenter des manifestations culturelles et rendre visite à des amis et à la famille. Les considérations se basent sur trois études empiriques récentes dans l’espace d'analyse, qui sont mises en rapport et contextualisées socio-culturellement et socio-économiquement dans le but de relever l'organisation spatiale, les motivations ainsi que d'autres facteurs contextuels des pratiques transfrontalières dans la Grande Région SaarLorLux. Dans cette approche, les flux de mobilité et les préférences spatiales sont reconstruits à partir des pratiques quotidiennes qui donnent un aperçu des réalités de vie transfrontalière dans la Grande Région SaarLorLux.

À partir d’un échantillon d’offres d’emploi publiées dans le principal quotidien luxembourgeois (Luxembur-ger Wort) portant sur la période 1984-2019, cette étude décrit l’évolution des compétences linguistiques demandées sur le marché du travail du Luxembourg. Après une brève présentation de la situation linguis-tique et du marché l’emploi au Luxembourg, l’analyse statistique des quelques 8 340 offres d’emploi de notre échantillon constitue le cœur de cette publication. Une étude qualitative d’un corpus plus restreint d’offres d’emploi apporte un éclairage complémentaire et une compréhension détaillée des besoins linguis-tiques dans un marché du travail plurilingue et international. Les deux approches viennent à la même con-clusion. La pénurie de main-d’œuvre et plus particulièrement le manque de personnes maîtrisant les « trois langues du pays » a conduit à une segmentation du marché de l’emploi.
